Builders clean, first service and the gap between them
A builders clean is the builder's obligation and should be complete before a cleaning contract starts. In practice new buildings are handed over in stages, with trades still attending, residents moving in progressively and construction dust continuing to enter for months. The cleaning contract then runs into conditions it was not priced for, and the owners corporation ends up funding construction finishing through its levies.
Recording the condition at commencement, with photographs, establishes what was inherited. Recording continuing trade activity explains why the building did not stay clean. Both take minutes and both are impossible to reconstruct later, which is why the first month of a new building's cleaning arrangement produces the most valuable records it will ever generate. Where the builder is still attending, noting the dates and areas of that attendance is what allows the owners corporation to raise the cost with the right party.
