What each standard request is really testing
Insurance evidence tests whether a third party injured on the premises has recourse. Screening evidence tests whether unsupervised access to a public building is acceptable. Safety documentation tests whether the contractor understands the hazards it brings and encounters. Quality method tests whether performance can be measured against something other than complaints. Reading them this way makes the answers easier to write, because you are answering the concern rather than the wording.
Referees are testing something different again: whether anyone with comparable premises has already relied on you. That is why a referee at a building of similar type carries more weight than a longer list of unrelated sites. Contractors often submit their largest clients when they should submit their most similar ones, and evaluation panels notice the difference immediately.
