Why the requirement varies so much
The driver is the setting and the people in it, not the label on the door. A consulting suite where patients attend by appointment presents a different picture from a residential care setting where vulnerable people live, or from a school with a programme running through the holidays. Requirements are set with those differences in mind, which is why a single answer across a portfolio rarely fits every building.
Access zoning adds another layer. A contractor cleaning a waiting room may face a lighter requirement than one entering treatment areas, and some sites permit contractors only in defined zones. The scope should therefore record which areas the cleaner enters as well as what they do there, since the two together determine what the site will ask for.
