A different documentation standard
Principal contractors run structured safety management systems, and their expectations of subcontractor documentation are usually well above what a commercial building requires. A method statement that would satisfy an office landlord may be returned for revision, and the review process itself takes time. That is not unreasonable, but it does mean the mobilisation timeline is set by the documentation cycle rather than by the client's preferred start date.
It is worth establishing the standard early, because the gap between a general cleaning risk assessment and a construction-grade method statement is substantial. Understanding what will be required, and who reviews it, allows the work to be prepared once rather than revised three times. Contractors who discover the standard after signing typically lose a fortnight to that cycle. Asking to see an example of an accepted method statement from the same site is the quickest way to understand the expected standard.
