The site changes character on event days
Crowd management drives everything. Vehicle routes are reversed or closed, pedestrian flows are directed, gates are staffed and access is controlled by people whose priority is the event rather than the building's routine services. A cleaning crew is one of many groups needing to move, and it will be accommodated only if it has been planned into the arrangement in advance.
Timing is the other change. The windows available for cleaning are set by the event schedule rather than by the venue's ordinary rhythm, and they can be short and immovable. Work that normally has a comfortable evening window may have forty minutes between a gate closing and a crowd arriving, which changes both the crew size and the task list. Agreeing the windows in advance, rather than assuming the usual schedule applies, is what allows a realistic task list to be set for the night.
